The vital, strictly technical difference between superficially 'covering' and deeply 'redacting'
The most incredibly common and legally dangerous mistake is attempting to hide highly sensitive data by simply drawing a black rectangle over it with a standard image or basic text editor. The underlying text beneath that superficial rectangle remains completely intact within the file's raw source code: absolutely anyone who receives the PDF can simply copy and paste the block, or trivially remove the black rectangle to easily read your most heavily guarded corporate secrets.
